The Holy Synod, having considered the formation of new dioceses in the Republic of Kazakhstan decided to form in Kazakhstan, with the subsequent approval by the Bishops’ Council:
* Within the Karaganda region - Karaganda diocese by selecting it from the Almaty and Shymkent dioceses;
* Within the Kostanai and North Kazakhstan regions - Kostanay diocese by selecting it from the Shymkent and Uralsk dioceses;
* Within the Pavlodar and East Kazakhstan regions - Pavlodar diocese by selecting it from the Alma-Ata diocese.Titles of ruling bishops of new dioceses: Karaganda and Shakhtinsk; Kostanay and Petropavlovsk, Pavlodar and Ust-Kamenogorsk.
Interim management of Karaganda diocese is entrusted to Metropolitan of Astana and Kazakhstan Alexander.
Bishop Anatoliy (Aksenov) is defined to be Eminent of Kostanai and Petropavlosvk (Journal No. 96).
Archimandrite Barnabas (Safonov), the governor of Sanaksar monastery of the Nativity of the Mother of God of Saransk diocese was elected as Bishop of Pavlodar and Ust-Kamenogorsk (Journal No. 97).

The session of the Working Group of the Secretariat of the Congress of Leaders of World and Traditional Religions with the participation of the representatives of the different confessions and religious organizations, well-known theologians will be held on October 13-14 in Astana. The Working Group will discuss the draft of the Concept of the Council of Religious Leaders, an initiative tabled by President of Kazakhstan N.Nazarbayev at the III Congress of Leaders of World and Traditional Religions held in July 2009. Members of the Working Group will also consider the agenda and the dates of the X Session of the Secretariat of the Congress of the Religious Leaders.

Kazakhstan in 2011 will be Chairing in the Organization of the Islamic Conference (OIC), thus obtaining a unique chance to “build bridges” between East and West, director of the OSCE Department of the MFA of Kazakhstan Serzhan Abdykarimov said.In 2010 Kazakhstan is chairing in the OSCE, and in the next, staying in the ruling “OSCE Troika” (current, previous and future Chairmen of the organization), will lead the OIC. “Kazakhstan’s chairmanship in the OSCE and the OIC will allow to synchronize the agendas of European and Asian organizations with more than 50 Member States in each. Geographic, political, civilizational situation of Kazakhstan itself makes it the mediator between East and West both literally and figuratively” – Abdykarimov said to RIA Novosti. |

This year Oraza Ayt holiday will be celebrated on 9, 10 and 11 September. In the mosques of Astana Ayt Namaz (prayer) will start at 7:00 am. The word "Ayt" means "holiday", "festival". This day Muslims, who kept fast during 29 days, primarily go to the mosque for saying a prayer "Ayt Namaz". After listening to the sacred commandments of the Imam in the mosque, people together read Namaz. After reading Namaz, Muslims shake hands, hug and congratulate each other on the occasion of Ayt, expressing best wishes. Relatives, friends, who are at quarrel, asking for forgiveness, come to reconciliation. Women are busy in the kitchen, setting the table, preparing holiday meal. Neighbors visit each other's homes; they wish health to master of the house and congratulate with Oraza Ayt. This great holiday should be celebrated with good deeds as well. Thus, it is necessary to take care of neighbors; it is desirable to provide charitable support to the poor and needy. It should be noted that the holiday Ayt is marked by the month of Shawwal, coming after the holy month of Ramadan. Our Prophet (peace and blessings of Allaah be upon him) called his followers to keep fast in the month of Shawwal and talked about the greatness of this good cause. He said: "Whoever fasts the month of Ramadan and then follows it with six days of fasting in the month of Shawwâl, it will be as if he had fasted the year through." Fasting in the month of Shawwal may be kept any day of the month. It can be kept continuously, day after day, or be interrupted. However, after Ayt it should be observed fully and timely. During the entire month Muslims abstained from eating, drinking, smoking and entertainment in the daytime. As a rule, the holiday of breaking the fast is celebrated for three or four days, beginning with the first day of the Islamic month shaval. In the first day a special common prayer is made. Then a festive meal is organized, RIA Novosti report. In the days of the holiday Muslims give gifts to relatives and friends, give charity to the poor, visit the graves of their ancestors. It is customary to buy new clothes to children. Leaders of Muslim countries exchange formal greetings. Business life is ceased almost for a week: banks are closed, Exchange, government agencies, schools and colleges are not operating. Typically, the day of the Eid ul-Fitr is defined by special commissions established in each country. In particular, members of these commissions should fix the appearance of a thin crescent of the new Muslim month shaval on the sky. Therefore, the advent of the holiday in different countries can begin on different days. Muslims of Libya, for example, this year began to celebrate Eid ul-Fitr on Friday. The Royal Court of Saudi Arabia also announced Saturday the first day of breaking of the fast.
