In the name of kind and merciful Allah!

Thank Allah, who said as follows in the Holy Book:" He has granted you, (Muhammad), a Writ (Koran), which really confirms what has occurred (has been heaven-sent) until his time; and He has firstly sent the Tora and the Gospel as a guide for nations, he has sent them for religious entities to distinguish truth and lie" The Imranas: 3-4
"Indeed, we have sent the Tora, which contains a guide to a direct way and light" (Meal: 44)
The Most High has mentioned Isa (may peace attend him!) as His Prophet "And We have granted him the Gospel, and there is a light and a true way therein to prove those ones stated in the Tora, and have granted admonition for god-fearing ones." (Meal: 46)

"Isa said: "Indeed, I am the Allah slave. He has granted me the Writ and sent as a prophet. And wherever I were, He made me a blessing one (for people) and imposed praying and purgatorial charity as a duty thereon until I am alive. He made me respect my mother, and He made me not hearing prayer (my God), being deprived of His blessing. And may peace attend me at my date of birth, date of death, and Judgment Day, when I am resuscitated. That is Isa, son of Maryam, who would be much asked about." (Maryam: 30-34).
"(Oh, Muhammad), remind of Musa in the writ. Indeed, he was sincere as well as sent to act as a messenger and prophet" (Maryam: 51)

"Oh, Muslims, tell us believe in Allah and in what he has granted us, and in what has been granted to Ibrahim, Ismail, Ishac, Yacub and offspring thereof, in what has been granted by God to Musa and Isa and to prophets thereof. We do not make any difference between them, and we do devote ourselves to Him." (Cow: 136)

Let my blessings and greetings be addressed to Muhammad, our prophet, being the last one among prophets and messengers, as well as to all the prophets, who have existed till his lifetime.

On behalf of the Islamic world league I am glad to express my gratitude to the Republic of Kazakhstan headed by Nursultan Nazarbayev, its President, for the work done and invitation of all the representatives of religions and religious organizations to participate at such intellectual activities. I would also like to thank all the persons being in charge for holding the conference, which is chaired by Nurtai Abykayev, the Mazhilis speaker, for operations done thereby and a good preparation to hold the present meeting.

As it is known by everybody, the first conference was held three years ago in 2003. It was named as "A dialogue of civilizations and religions' stalwarts". It acted as a response to the offer made by RK President.

For the time being it is held being named as "religion, community and international security".

My report consists of two sections, which cover the conference name. It specifies impact, made by various religions stalwarts' leaders, in strengthening international security. There is no doubt that security is one of the basic topics, being so excited per each human being and living creature, who has got a sense of risk and fear. It means a danger threatening his life or existence at present or in future. As far as people live at the present planet, their personal security positively or negatively depends on the whole community safety. It means that it is difficult to imagine a human being, who lives in safety and peace among a group of people, who are exhausted with fear.

A human being keeps off a danger, which does not make any difference between him and other entity, while the other ones are in safe and calm atmosphere.

It should be noted that there is a lot of risks, which make people powerless. They can not prevent those risks, but in case they join their efforts, they would for sure be able to overcome those risks. A small group of persons may do a lot of mess, not even imagining further consequences thereof, and in case they are not stopped, it would damage the whole community.

Thanks to those ordinary concepts, it is clear that a personal safety depends on the general security inside a uniform mankind, which is bound with kinship of religions, homeland, etc. A community safety also depends on the whole mankind one. It is impossible to secure safety for the whole world, free of collaborating and uniting everybody, while implementing and keeping peace in response to everybody, who strives for destabilization. It is impossible for a certain group to enjoy a sense of tranquility while the other ones live in a permanent fear and disorder, i.e. without being assisted of those ones, who have gained that safety and tranquility.

If someone traces a history of terror and tries to reveal its basic reasons, it would be clear that lots happen, when two states such as safety and fear expostulate. Thereby, one group of population widely uses benefits and tranquility, while the other one suffers instability problems without being assisted. Our society consists of human communities being limited by states, which are connected with patriotism ties, thus, concealing racial, religious and other issues. Moreover, for the time being the society has made a great influence on the community. It is caused by extending responsibility and system to everything, which relates to some aspects of their life.

The state or ruling political regime has seized patriotism (nationalism) of every nation or every country. Thus, we may say that a general safety may be related to the international security. As far as the international relations exercise peace, mutual respect and collaboration for the sake of general ideas, while implementing a welfare, it would extend a safety area and strengthen its roots among nations and provide the opportunity for a calm and constructive dialogue on religious, ideological and all the political, social and economic issues resulted there from.

The task of religious leaders and thinkers, who may influence politics, starts there from.

In fact, the world and international politics is not made by rulers, there is a backstage of religious and ideological shade, which directs and prepares a resolution suitable therefore while solving a certain issue. It is not a negative phenomenon in politics. That is why ideology and religion feed politics and direct it to a true course, and it mostly becomes wiser and more correct against that one gained by mankind within nowadays. The states, which were ruled by prophets, and the states, which built their policy in accordance with its best brains, being chosen and the most industrious ones, have existed in the past. Their thoughts became a wisdom, which is kept by a nation memory for a long time.

The risk appears, when that religious and ideological subconsciousness rules a foreign policy of all the countries. It may result in harming other ones, affecting their rights, holding a double policy therewith and denying justice required. It is fraught for the international security and peace all over the world.

The religious slogans, which are made while military interventions against innocent people, as well as open declarations, are of religious shade, which justify those affairs. I would not declare that it would hurt their adherents, but it would hurt religion and those religions' followers and religious organizations all over the world. Meanwhile, those one, who are not aware of a real status of matters, understand that it is the ideological instrument, which may be used to blow out a fire of hatred committing a crime regarding rights of other people free of any pity and mercy.

The religious fanaticism is revealed towards the confronting party during hostility and war period. While religion dominates in such cases, no assistance to those ones suffering and in need, as well as protection of human rights, merits and appeal for peace is made. No enthusiasm is revealed, as people are called therefore with opposite to humanity, human rights, etc. motives. It serves as one of basic confirmations, which religion-denying people stress their attention to in order to say people that religion causes hostility among various social groups. It is a great veil on the way of collaboration and building relations, where a mutual liking among people dominates.

Having got an opportunity, I would like to clarify the main point of religion and its basic objectives in human life at our Islamic concept. I hope everybody to become aware of what I would briefly say. Thus, I would like to clear religion from those crimes, which are made on behalf of religion, and those ones making their unreasonable conclusions related to that religion or crying out slogans.

From the point of view of Moslems the religion is absolute and a godlike reality being far from human conclusions. If a person has gained great religious and scientific progress knowledge, it does not give him a right to enact any new law or to cancel it. Even the prophet being heaven-sent by the Most High Allah has not got any right to supplement or to lessen any word without being authorized by Allah: "I am prohibited to replace it upon my own discretion. I just follow which has been told me while afflatus" (Yunus:15)

If a religion is kept real, being over a human result, thus, being afflatus made from heavens, the religion can not be a source of hostility and hatred. Vice versa, denying any religion is a source of hatred and hostility. It may be seen through many ayats of the Holly Book.

What is the religion basic role?

The reply is to be as follows: the religion basic role lies in worshiping the Most High, who has created the heavens and the land. He puts the governor deeds in good order in the world "May be blessed that one who holds power, who rules over everything existing, who has created death and life in order to test you and to see who is the best among you while performing any deeds" (Power: 1-2) Afterwards a human being passes to the eternity in order to be rewarded or punished due to its deeds. Any worship to the Most High is not a personal matter, but mainly a public and social one. We know the religion, which prohibits oppression, violence and hostility among people, property and honor thereof. We consider the religion, enjoining to respect parents, to strengthen family relations, to build good relations with neighbors and to respect rights of weak ones, namely, children, old people, women, orphans, poor people and all the nations irrespective they are enemies or a confronting party, on the basis of justice in a wide sense of its meaning.

This is a basic task of religion, which is found in the Sacred Koran, and the appeal to the same high principles is given in the preceding books. It states that all the Heaven's missions to carry a uniform objective. If we understand that reality, we may say that the religion, which has been heavens sent, is one in its substance and task. This is not surprising that some prophets have predicted new ones to come, and the new ones have reminded the old ones. A faith into the Islam mission is nothing but the faith into the former religions "Some ones, whom we have granted our writ till Koran, have also come to believe therein. When they proclaimed the Koran, they say:" We have come to believe therein, it is a real truth from our God. Indeed, we have previously devoted ourselves to the Allah" (Narrative:52-53). Taking above-stated into consideration, I would like to specify some concepts, which the Islamic view is based on, and they may be used by leaders, acting as religions' followers, and by the religious organization, while implementing stability and peace.

Firstly, the Islamic religion, which we follow, is being cognized by nations, because it has been heavens sent with mercy to the whole mankind, and that is just the item which has been described in Koran: "We have sent you just as a mercy to the worlds' inhabitants".

Secondly, we think that terrorism, which is so much talked about, is an international phenomena that is closely connected with many crimes. That's why it is needless to say that this phenomena is connected with one or another people, one or another certain religion. It means that we should act through different international agencies and, in the place of the UN to put an end to all kinds of terrorism. All religions figures should cooperate through numerous ways in this direction.

Thirdly, the following fact causes a surprise that Islam as a religion due to its historical roots is not admitted in other religions in some countries, which are bearing the democratic character. We are sure that some effective help is needed to Moslem Diaspora in those countries.

Fourthly, Islam considers Holy Writ's sons as the closest to it, so it lets them to create the cooperation with these representatives. It is confirmed in the Holy Koran by ayats.

Fifthly, no one is able to choose God for yourself except Allah. It is also quite evident that Moslems cooperate with other people on the justice basis who, in their turn, treat them peacefully. It needs mentioning that the goal of Islam is the establishment of peace, so that people could know about Islam from the genuine sources and did what Islam had imposed.

Sixthly, a dialogue is an important means in Islam itself as it is the most ideal one in the treatment of any problem. And Moslems adhere to this principle.

Seventhly, taking into account that we represent a Moslem state, we call representatives of other religions and different religions institutes to work out a Memorandum and to submit it to the UN for consideration and expressing its relation to what is happening in the Arab region, in the Moslem world - bloody events, which contradict to the essence of Holy Writ. It causes more and more aversion and hatred of peace-loving people.

There must be applied efforts of the whole world to putting an end to conflicts, so that to deprive that region from weapons of mass extermination.

The World Islamic League is greeting all participants of this Forum and hopes that the Congress will achieve high results. It will contribute to overcoming of problems according to fair and objective principles, deprived of fanaticism, it shouldn't result in collisions between civilizations. It will reveal dangers that exist in the current world, will call to learning the contents of Holy books to contribute to peaceful deeds of the international organizations to oppose to globalization, which regards all people as common faceless individuals, depriving them of faith and moral values.

In conclusion, I would like to ask Allah to lead us only to those strivings, which will save the welfare of humanity.
