1947 Pastor at Bayonne Eparchy, Bishop's Secretary, General Secretary on Eparchial Affairs;

1961 Assistant to Secretary of the Episcopal Conference of Franc;

1965 Secretary of the Committee on relations between European Episcopal Conferences;

1966 Secretary of the Episcopal Conference of France;

1969 Elected as Titular Bishop of Gemelle di Numidia (France);

1971 First President of the European Episcopal Conference;

1974 President of the European Episcopal Conference;

1981 Member of the Council of Cardinals for the Study of the Organizational and Economic Problems of the Holy See;

1984President of the Pontifical Commission Iustitia et Pax;

1998 Bishop of Porto-Santa Rufina;

2005 Vice-dean of the College of Cardinals;

Honourable President of the Pontifical Commission Iustitia et Pax.

He has great work experience in the peace establishment process. He was Special Messenger of the Pope in the Palestinian and Israeli Conflict (2001) and in Iraq (2003).
